Meeting Minutes - February 6, 2006

Also Present: Treasurer Laurence Tuck, Sally Detor, Stuart Rosen,Al Bokhour, Ben Melamed, Nereida Klok, Kenneth Marx, Faith Griffin, Patrick Griffin, Anthony Avazis, Sal Zimbardi, Helene Entwhistle and Agnes Lasetchuk of the Port Counseling Center.

CLERK

  • MINUTES:   - On the motion of Mayor Maher, seconded by Trustee Comer, it was unanimously RESOLVED that the reading of the minutes of the December 5, 2005 meeting of the Board of Trustees be waived and that they be and hereby are approved as presented by Clerk Whitcomb.

  • TREASURER

  • General Fund - Claims:  On the motion of Trustee Keenan, seconded by Trustee Comer, it was unanimously RESOLVED that the abstract of Audited Vouchers dated February 6, 2006, for the General Fund, totaling $20,022.63 be and hereby is approved as prepared by Treasurer Tuck.

  • Assessment Roll: On the motion of Trustee Comer, seconded by Trustee Keenan, it was unanimously RESOLVED that the Tentative Assessment Roll for the year 2006-2007 be adopted.

  • Outside Auditor: On the motion of Mayor Maher, seconded by Trustee Keenan, it was unanimously RESOLVED that the Village approve Skinnon, Faber and Heck as auditors for a fee not to exceed $4,700.00 (prior year $4,500.00)

  • OLD BUSINESS

  • Trustee Cormier : Update on Zoning - Trustee Comer stated he had reviewed Baxter Estates property statistics and that changing the Floor Area Ratio restriction in the Zoning Code may mean additional properties would then become non-conforming.

  • Parking Pads : Letters were sent out to six residents on February 3, 2006 requesting the removal of parking pads. Nereida Klok, 12 Hillside Avenue, and Kenneth Marx, 5 Hilltop Road, stated that they would comply with the directive to remove the pads. They requested that the Board advise what they should replace the pads with.

  • Trustee Keenan : Emergency management Update - Trustee Keenan stated that he had attended several Emergency Management Meetings. He presented an Emergency Report from the Village of Port Washington North. Emergency Management Plan expenses can be reimbursed by FEMA

  • Vivian Schneck : Village signage - Trustee Schneck proposed the installation of four signs at Bayside Avenue, Harbor Road, Shore Road and Library Drive.

  • NEW BUSINESS

  • Agnes Lasetchuk : Executive Director of Port Counseling, spoke of the many beneficial services provided to the Community by Port Counseling. She requested grants from the Village. She stated that the Village of Port Washington North has a service contract with them.

  • Vivian Schneck : Village signage - Trustee Schneck proposed the installation of four signs at Bayside Avenue, Harbor Road, Shore Road and Library Drive.

  • Tree proposal : Remove fallen tree at the top of Central Drive Dan Olsen Tree Service $ 900.00 with stump $ 750.00 leave stump The Board determined to defer this issue for the April Board meeting at which time it will consider tree work for the entire wooded section.

    Public Works

    • Al Bokhour: 52 Sandy Hollow Road - Al Bokhour discussed the possible purchase of 52 Sandy Hollow Road with the intent of subdividing it into two non-conforming lots.

    • Sally Eisenman Detor : Sally Detor requested a tree removal permit be granted to remove a healthy tree in order to install a swimming pool on her property at 35 Hilltop Road. She presented a letter in support to the Board from H.S.Environmental. On the motion of Trustee Keenan, seconded by Trustee Schneck, it was RESOLVED that the Village grant permission to remove the tree.

    • Ben Melamed: Request for curb cut on Columbia Place - Ben Melamed, owner of 1-3 Columbia Place and 11 Shore Road, requested a curb cut to respectively facilitate emergency access and parking for three vehicles

    Other

    • Village Election : On the motion of Trustee Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that the date, time and polling place for the next Village Election shall be Tuesday, March 21, 2006, between 12 noon and 9:00 p.m., at the Village Office at 2 Harbor Road, Port Washington, NY; and be it furtherRESOLVED that Angela Smith and Margaret Murphy be and hereby are appointed as Inspectors of Election for the next Village Election to be held on Tuesday, March 21, 2006, and that Margaret Murphy be and is hereby designated as the Chief Inspector; and be it furtherRESOLVED that each election inspector shall be compensated at the rate of $15.00 per hour; and be it further RESOLVED that the Election Inspectors of the Village shall prepare the register of enrolled voters for said election; and be it further RESOLVED that the Village Clerk is hereby directed to publish in the official newspaper of the Village, in accordance with Election Law Section 15-104(3)(b) and (4) by not later than March 9, 2006, the legal notice as to the polling place, hours of polls and names and addresses of all candidates, and the positions and terms for which nominated. Take further notice that the offices to be filled at said Election are:
    • Trustee: Two Years (April 1, 2006- May 31, 2008) Trustee: Two Years (April 1, 2006- May 31, 2008)

    • Grievance Day : February 21, 2006 - On the motion of Trustee Comer, seconded by Trustee Baldwin, it was unanimously RESOLVED that Grievance Day will be held on the 21st day of February 2006 between the hours of 9:00 a.m. and 1:00 p.m. at the Village Hall, 2 Harbor Road, Port Washington, New York 11050, at which time and place a Trustee and the Assessor will meet for the purpose of hearing complaints in relation to real property tax assessments”

       


    Tree Report: Madeline Graser was granted permission to remove a hollow tree on 24 Bayside Avenue.

    A dead, fallen tree was removed from 25 Shore Road by DeJana
    .

     


    There being no further business before the Board, on the motion of Trustee Comer, seconded by Trustee Keenan, it was unanimously RESOLVED that the meeting be and hereby is adjourned at 10:45pm.

    The next meeting of the Board of Trustees be held on April 1st at 7:30PM
